Modest: he doesn't brag about his accomplishments. Humble: he doesn't think he's better than other people.

Modesty does not imply meanness, quite the opposite. There is something to be modest about. While humble is lowly, even if approved of as humility.

Modesty means you have something to brag about, but you don't brag. Humble means you are modest and probably wouldn't have anything to brag about anyway in the eyes of the world.

They can be similar, but modesty is more about not taking credit for good things you've done and humility is lowering yourself below this a around you. Also modesty can mean how someone dresses , if they don't show a lot of skin they're modest.
