Most women use toilet paper when they are just urinating, so we learn to never use a toilet before checking first if there is toilet paper.

why are you asking only women? do men not wipe themselves off after taking a sh't? uggggggghhhh gross. and to answer your question, this has never happened to me, but i would simply walk over to the next stall when the coast was clear.

At home there is always plenty of toilet paper in the bathroom, when I am out I keep some tissues in my pocket or handbag in case of an emergency such as lack of toilet paper - so no problem for me.

At my house, it's always within reaching distance. I never let the rolls run out, but if they do, there is a tissue box at the back of the commode.

I actually keep extra tissue in my purse for just such occasions. No panic necessary.
