Whoever pays for the Internet connection-- whether at home, at school, or in a business -- has the authority and the responsibility to determine who is allowed access to that connection.

Public schools are not required to HAVE internet access to take away. When I was in high school, NO schools provided internet access. When I was born, there was no internet to access.

My public school only had internet access on the library computers, and you could be banned from using the library computers if you are caught using them for anything other than academic purposes.

To the best of my knowledge, there is no law forcing schools to provide internet access to the students. This seems to be at the discretion of the district.
