Can the word "review" mean "rating"?

I checked the review on one of my fanfics and the review said just one word, "Bad". That's literally all it said.

A review is an assessment or critique that may, or may not, be summarized by a rating.

If the review includes a score it would. Bad implies a low rating, but doesn't actually suggest a score.

Yes it can, and they don't have to be constructive criticism. That being said I have no idea what qualifies as a review on that site and it's ridiculous to consider that an intelligent review.

They do not mean the same thing, no. Rating is like ranking something, typically on a scale of (ex. 1 - 5). Review, in this case, would imply contructive criticism.

No, review doesn't mean rating. Ratings are often or usually given on a numerical scale. You got a review, and the reviewer called the thing 'bad'. That's a review, a one-word review...
