Can an equation or expression contain percentages ?

For instance Y equals 4X plus 25 percent Would such equation make sense ? Thank you

It wouldn't make sense as such, but percentages are just decimals. .25x is 25% of x. That is to say 25% is 1/4th of something, just as .25x is 1/4th of x. 5x is 500% of x. You can see why we prefer certain notation over the % symbol.

An actual mathematical equation wouldn't have percentages within it. 25 percent of x would be expressed as 0.25x (or indeed x/4)

You would have to say 25 percent of what... like Y = 4X + 0.25Z or Y = 4X + 0.25X ... but 25% by itself doesn't mean anything.
