How do I read this on an architectural plan? 27'-3" Does this mean the specific measured area is 27 ft. 3 inches?

    27'-3" means twenty-seven feet, three inches in LENGTH. It is NOT an "AREA". A one-dimensional measurement is LENGTH. A two-dimensional measurement is AREA. A three-dimensional measurement is VOLUME.

    I suspect your measurement can be found as <------- 27'-3"-----> probably measuring the length of some wall. It is a length measure, not an area measure. In your case the length is 27 feet 3 inches long.

    Area is NOT measured in feet and/or inches. It is measured in square feet or square inches. So there is a mistake on the plan, or you are transcribing it incorrectly. And, there are 144 square inches in a square foot.

    Yes. One apostrophy means feet. Two apostrophies means inches.

    That's a linear measure of something. Usually it will be obvious what is being measured, either because there are arrows, or because there is nothing else in the area that can be that size (like the length of a wall, perhaps).
