a. if you're making a bad joke, that has been done to death. If your serious, very little (about 3%) of the atmosphere is toxic

Methane, Ammonia, in essence these gasses are not toxic, but if you have ONLY these gasses to breath, you would just suffocate.

The atmosphere of Uranus is 83% hydrogen (not toxic), 15% helium (not toxic) and less than 3% methane (toxic). So no, it is not full of toxic gas.

Yes, as a matter of fact, it is. Hydrogen sulfude, H2S, is a major component of the gases surrounding Uranus.
