This is not true for all poor people, and there are lots or middle class and rich people who compare themselves to others and envy others too. This is not a problem related to finances. It's related to insecurity.

It’s a concept known as lateral violence, and is present in most oppressed populations. We lash out at other so we can feel superior to them, but not at our ‘betters’ because we that as the ideal that we want, even though they are causing the oppression.
