There is no rule. A chapter may be one line, or twenty pages. It should show a division between one part of the story and another.

Start a new chapter every time you tell a different part of the story. Take a good look at Anna Karenina.

As many or as few as the writer thinks suitable. Different writers have different styles. I never read stories online.

There is no should. I don't notice moving on to another chapter. I just turn the page and read.
