Because you have two sides of the issue pulling at society. You have the conservatives which control the media and the money trying to keep a lid on sex then you have everyone else trying to get as much as they can.

I don't think sex is frowned upon at all! Only a few religious crazies, and puritanical nut jobs, are against it. Normal people enjoy sex frequently, and often with multiple partners. (shhhh)
