In Britain some say one thing, others say the other. There is no "correct" form used by everybody. It might be different in the USA etc.

both do be careful with saying things like "half three", because it will make dutch and germans come an hour early or british come an hour late. and don't give us crap like "12 AM" or "12 PM"

They are both perfectly correct. The only difference is that 'three thirty' is very slightly more colloquial or informal.

Both or correct. Also 1530 hrs or 0330 hrs are also correct. 1530 hrs = 3.30 pm and 0330 hrs = 3.30 am
