If 661 is the answer, then it should be defined exactly what constitutes a "city" in China. Do you know exactly what constitutes a "city" in your own country? I once came across a "city" in western Canada (BC) which had 220 inhabitants!

Whatever number you find, it will be too small very quickly. Chinese have to build one new city of 500,000 every few months just for the population expansion.

I know it has the more cities over 1mil inhabitants than any other country

No, does anybody? You're going to have to define what a city is first (in some contexts it requires a minimum population and in others it can be of any size).

I don't think anyone does. Cities might actually be separated by rice fields~!
