Sometimes. Just look at George W. Bush and Donald Trump! They're perfect examples of idiots who went to college and had it be worth it.

If someone is dumb they won't make it to college. College isn't for everyone. For some, learning a trade is a better path. They can always go to college later once they are more focused.
