Can I learn to become really good at maths?

Or do you just have to have the natural ability? I can only scrape a B at GCSE and want to become capable of getting an A at A-level.

If you really want to be good at maths, there's no way you can't. I suggest doing a lot of exercises. Reading alone doesn't help much.

I think everybody has their upper limit in maths but you can improve a bit. Also, your innate ability increases with age up to a certain point and some people may get a "late blooming" where they just become much better without much effort.

Yes, you need to practice more and concentrate on areas that you have difficulties with.
