Can you make concrete by mixing sand and Elmer's glue?

No. You will get sand glued together, but it's not concrete, nor anything like concrete.

It will be one of poor quality and durability but you can cement sand using elmer's glue. You can call it "concrete" for lack of a better term.

no the glue will shrink up when it dries.

Concrete..... Not real concrete. All you've done is glue some sand particles together. A hammer will "unglue" it rather readily. The curing of concrete is a chemical reaction which results in hydrated calcium silicate.
