Not universally but there are places where it is a lot more common than "Hey!".

As Dr Bear says, it's much more of a 'Hey, stop that!' kind of exclamation. You wouldn't normally say it if you weren't blaming someone for annoying you. 'Oi! Stop writing on the walls!' 'Oi, put that crystal glass down NOW!'

In Britain many people do indeed say "Oi" when they see something being done which annoys them. Habits in the USA etc might be different.

The word "oi" is used to gain attention in any situation. Often you may want to attract attention because you are annoyed.
