If coughing can be voluntary why is it nothing like other voluntary actions?

For example it's nothing like talking, laughing, crying clapping, stomping, snapping your fingers, screaming and yelling where you can do it anytime you like.

I've never heard it referred to as voluntary. I don't think crying is either.
