No, and deceiving is the correct way to spell it.

It can, when spelled correctly, but it also has a fairly limited range of usefulness. It is used to underline the lack of deception or the removal of (presumed) existing deception.

Yes, in certain contexts, and "undeceiving" (note spelling) has historically been in use in English for quite some time. In modern times possibly a word to be used carefully and seldom, given that some answers seem not to know that word well.
