In general I would say no because there’s a high probability of brain damage that will keep the child out of situations where he can get drugs when he’s older. We’re not talking about severe retardation, just a little slow and socially awkward.

There has been evidence pointing in that direction, unfortunately though we can't test on humans so there really isn't a way to tell
