If a polynomial is a factor of another polynomial, must every root of the polynomial be a root of the other?

Yes, of course. Easy to see. If a(x) = b(x)c(x) the b(x) is a factor of a(x) If d(x) = a(x)f(x), then d(x) = b(x)c(x)f(x) and b(x) is a factor of d(x).
