Miss if they are children or young adults, or you know that they are unmarried, Ms. is not used often, except upon their request. It is mostly if you don't know if they are married or not. Again, it is rarely used. I would stick to Miss or Ma'am.

Personal choice. Ms can mean " I've been married and divorced" or "Its one of your business". Either way.. none of your business.

Miss denotes the woman is unmarried, and Ms is marital status-neutral; Ms is used when one doesn't know the marital status of the woman, or if one prefers not to base a woman's title on her marital status.
