Difference between a wheel and a tire? Sometimes I see that they mean two different things to different people. But I thought they were?

The tire goes on the wheel. It would be a pretty bumpy ride without the tire.

It's unusual to have a tyre [British spelling] without a wheel, but you can certainly have wheels without tyres. The tyre is the rubber 'jacket' that you put on a wheel to make the ride smoother.
