"Make 'em and break 'em." The "'em" is a shortening of "them," so it's "Make them and break them," but I don't know in what context this was used, so can't tell you what exactly was meant.

It means to make or get them integrated into the workforce or to break them, meaning they can't adapt or fit in to the workforce.
