Depends on how the rules, regulations are and you have to keep up with fsfa. What kind of loan are looking in to?

You'll need a co-signer until you turn 18. If your parents refuse to help, try your grandparents. Worst case, you don't get a loan and you wait a semester until starting college.

Don't know if it still exists, but there used to be a charity called 'Camp America' who take English people to look after kids on holiday. They'll provide you with bed&board and a green card so you can work.
