Weight training, by far.

I can tell you what I do, but as to the best; that's very subjective. Curls, dips, pull-down/lats and pull-ups.

The lift fork exercise "must have a huge lasagna dish lots of cheese, sausage, hamburger than dig in. Using fork loaded with lasagna put food into mouth. Muscular arms in 3 days.
