Not really if it's a dull razor but if it's only been used a few times it should be okay. Press lightly while shaving, it shouldn't take much force to rid of hair.

No razors are sanitary after they have been used. You can sanitize them after use but that is not a guarantee anything. If this is about sharing a razor, don't share them at all.
