Can a GPS tracker be put on bicycles to keep them from being stolen?

Yes and put it in the polls under the seat so they don't see it and take it off

A GPS tracker will not prevent anything. But it may aid in the location of a stolen bicycle, if the GPS tracker is not deactivated or removed.

Most of the "preventive" devices you often see do not prevent theft. They just allow recovery of what's left. They aren't worth the money because they can be disabled in seconds. A GPS can be defeated with tin foil.

San Francisco has become overrun by scooters for hire - the politics of that are another matter. All of them have built in GPS.

The tracker will not prevent the bike being stolen, it will just let you know where it currently is. So now you have lost the bike and a GPS tracker, just get a lock.
