What 'Shelter' and what animal? I know of no Shelter that would take in an animal on that basis.

Animals don't "go in a shelter for 2 months". If you dump your pet it's either euthanized if they don't have space or it isn't deemed adoptable or it's immediately put out for potential adopters to adopt.
