Only one way, go back to school for another 4 years study to obtain a degree to qualify as a civil engineer.

Yes, but I do not see there being any particular competitive edge. There won't be any specific benefit to starting as a CAD tech.

Sure, when they get a degree(and eventual licence) in civil engineering. CAD is only a part of the process.
