Surely Flora invited HER friends. However the phrase ' the total bill' is misleading. Did it include the $27, or not? Obviously this makes a huge difference to the solution.

15%. $180 / 100% means 1% = $1.80 ; $27 / 1.80 = 15 --> 15 * $1.80 = 27$ and when 15*1%, that is then that $27 is 15% of the total bill. https://answers.yahoo.com/question/index?qid=20180707093046AAMTxqP

Without knowing how many of Flora's friends were there or whether they all paid the same percentage in tip money, there's no way to tell what percentage Flora paid.
