How do I deal with this spoiled kid who says he's gonna "cut his wrists" and always says suicidal things just for attention and shock value?

they don't do it for attention. There struggling with themselves or something else.

Call his parents and tell them what he's doing

Just pretend you care and say a few caring things and move on.. don't tell him to do it even if you wanted to..

hold hands with him and tell him that there people who cares about him. he should see a therapist or get counseling about this.
