take a quarter teaspoon measure and fill it half way. fill until the surface runs from the handle of the measuring spoon diagonally to the bottom.

If the material is liquid like water, you could count how many drops per teaspoon, and take 1/8th of that. For water, there are 99 drops per teaspoon. For oil or other liquids, the number would be different.

I use the 1/8 tsp on my measuring spoons. If you don't have that, estimate using 1/2 of the 1/4 tsp.
