The non-custodial parent pays child support to the custodial parent. As it happens, courts tend to be biased towards giving the kid to the mother. But if the father gets custody, the mother would owe him.

They do when they're the primary bread winner in a household that splits up. Deal is though, the man is most often the primary wage earner. So he's the one who has to pay child support when the woman gets custody of the kids.
