It has to be a material that will absorb the light of the wavelength of the laser. A mirror surface, for example, will reflect almost all the laser light awwy, if the laser is at a frequency that the mirror is reflective at.

Just about anything! Different types of laser for different types of material, and different amounts of power for different thicknesses, etc. But whatever you want to cut, you can get a laser to cut it.
