    the desired region is below and also includes the line bordering the first inequality that has a negative slope. Shade the region below the line. The desired region is above the line bordering the second inequality that has a positive slope. Shade the region above the line. Where these overrlap is region R.

    Best way to get the correct answer is to see which section satisfies both conditions. You have a less than sign which means you are looking for a section that is below that line, but since it is also equal to, you also want to look to see if that same line is solid. On the other equation, you have a greater than sign which means you are looking for a section that is above a dotted line. Examine which section satisfies both conditions and you have your answer.
