It means someone is trying to threaten you, but they are scared of you. or perhaps you are reading into it wrong.

Essentially along those lines, yes. It just means the threat isn't outright or blatant.

Yes, it would be like a veiled threat. "Take one step closer and I'll punch your lights out." That's a clear threat. "Bad things happen to people who get too close to me." That's a more indirect threat, that might be called veiled. "I get really upset when people get too close to me." That's a subtle threat.
