I would write: "That's outrageous! Call security!" Note also that I would say "that sexy". Note that I am British - Americans might say "this sexy".

The word expresses a strong emotion, so an exclamation mark would be normal. "Outrageous!"

'Outrageous' stands all by itself. It 's an exclamation, what we used to call an 'ejaculation'. I wold put an exclamation point after it. You can't let another man come to your wedding who's this sexy. Outrageous! I'll call security.
