No, just slide the condom over the entire penis without retracting the foreskin.

Go to youtube and type in how to use a condom when you're not circumcised. There are a bunch of videos explaining what to do.

Some guys retract = some do not. I guess it is what is comfortable to you. A lot of younger guys cannot retract all the way and roll it over the top. A tiny drop of lube on the tip may make it easier.
