Nope! Perfect size! I’m the same exact height and weight, I think it’s perfect. Everyone in my family thinks if i lost more weight I’d be too thin lol.

Yes if they have a body fat % of 28 or higher. No if they have a body fat % of 25 or lower. Weight doesn't matter. Composition matters.
