It could indeed mean that anyone listening would hear that they were of poor quality, but it's hard to be sure without a fuller context. Was this in a humorous story or something?

It only says that where they were made is clearly stated, probably by means of a label on the items, but says nothing at all about the quality of them. You are making an assumption about that, but on what basis I don't know.

It means that there was something written on the items which stated the manufacturer. eg. a label, tag, logo.

My guess is that the term "and said so" in the context means that there was a label on them that listed the company name (recognizable as a vacuum-cleaner manufacturer, and an address in Cambden, New Jersey).
