Is the to you, Within 14 days before the delay or 14 days after the delay. If it was after, it would say “from the commencement” not “of”

    There are two words implied in that sentence which are not actually written. "Thus: "...causing the delay you must submit...." I hope that makes the idea clear for you.

    It could mean after the cause of the delay and would be more clear if it were expressed that way.
