I think, like our fine president (US), you are mixing up HPV and HIV. HPV is very common. HIV is not. But no matter what, you should not have sex without a condom.

No not all girls have HIV. The risk of getting HIV from having oral sex is possible but low. So you should use a condom because you can get other stds in your mouth or throat from giving oral sex.

HIV isn't common in teens in any developed country. However, as you are not an adult in a committed relationship, I suggest you *always* use a condom. Other STDs exist, and you sure as heck don't want to be a teenage parent.
