Is it normal that I can open my mouth only 1cm with rabbit(3/16) elastics for braces?

No... I can usually open my mouth maybe 3cm max but I don't want to break the bands. Maybe give them an hour and see if they stretch a bit. If you're having trouble talking or something, I would have someone call your orthodontist
