Reality says that those in charge make the laws and enforce them regardless of who voted for them. Fair - means that the majority did not vote in a open democratic process so the majority are getting ttheir fair result.

In some cases, yes this is fair. For example, I don't give a damn how Manhattan thinks farms should operate, even though there are more New Yorkers than farmers.
