Help with siren +12v voltage. siren constantly ringing?

what is the cause of a siren +12v wire that is supposed to be sending 12 volts only when siren is triggered but instead it is sending 12volts as a constant voltage? when siren is triggered the voltage drops. how can this be fixed?
