When flaccid your foreskin still bunches up-- I was cut at birth and mine stays bunched up behind the head. So do most guys- normal. Circumcision only removes the end of the foreskin, not all of it.

That's normal bro. All penises have wrinkles and loose skin when flaccid. That's supposed to be that way

It sounds like your surgeon did you a favor and left you a bit of loose skin, so you don't get painful erections and your stitches don't pull out. If that is the case, then it may never smooth out.
