I'm not sure, probably. It seems like it would for government jobs...from what I've seen. If you have a bachelors only, most places will want you to have some real world work experience as well. Then you'll be able to find a decent paying job.

I don't think it does you have to use it within a few years or people will think you are rusty

Only if its in something useful such as engineering. Toilet paper degrees in social justice or theatre arts won't get you anywhere unless you get a tenured teaching position somewhere and that is becoming increasingly rarer.
