He clearly won't be permanently closing his account. He always decides to close his account and then changes his mind a few weeks later.

LOL, it happens every couple of weeks as you well know, you being another of his accounts, the only things the old soddomite is famous for are trolling, lying and cheating, innitt, Shorpey... No, I have done that twice before, not again...
