1. The voucher pays for all tuition and fees in full. 2. Schools that accept vouchers must enroll all students who present them 3. There must be no preconditions or prerequisites regarding enrollment when accepting vouchers

That would open the door to federal dollars being used at Parochial schools which is a violation of the First Amendment. The entire voucher scam is set up so conservatives can force American taxpayers to fund their religious ideology.

The rules you have set up seem to preclude the need for the voucher. What does the voucher prove if it's going to be for everyone who shows up at teh door?
