Is it legal for a building to exceed an area's building code?

Like, if someone builds a building to withstand a magnitude 4 earthquake, even though the code calls for the building to be able to handle a magnitude 3.

Codes are limits, not targets. For any given provision, language in the code will indicate if it is a minimum or maximum.
